Cottage Food Law

Minnesota Cottage Food Law (Minnesota Statutes Section 28A.152, effective 2015, amended 2021): Allows home-based food businesses to sell certain non-potentially-hazardous foods directly to consumers from a licensed residential kitchen. No annual revenue cap since 2021 amendment. Allowed products: baked goods, candy, jams, jellies, dried goods, spices, dried herbs. Sales permitted at home, farmers markets, community events. Labels must include producer name, address, and 'This product was made in a home kitchen not inspected by the Minnesota Department of Agriculture.' Minnesota's cottage food law was significantly expanded in 2021 to remove the prior $18,000 annual revenue cap. Sales must be direct-to-consumer. Minneapolis does not impose additional cottage food restrictions beyond state law.
