Solar Mandate

A solar mandate is a requirement that new residential construction include solar photovoltaic systems as part of the building's energy system. Solar mandates are established by state or local building energy codes and apply to new construction only — they do not require retrofitting existing homes. As of 2026, California is the only state with a statewide residential solar mandate, though some other states and municipalities have adopted targeted solar requirements for specific building types.

For buyers of new construction in a jurisdiction with a solar mandate, the solar system is typically designed and installed as part of the building package rather than as a separate retrofit added after purchase. The mandate does not impose any obligation on purchasers of existing homes. In states and cities without a mandate, solar adoption is driven by voluntary economics supported by utility incentive programs, federal tax credits, and the cost of grid electricity.
